 | This report covers the fiscal year beginning October 1, 1998 and ending September 30, 1999. For most of that year the Bureau of Blindness and Visual Services (BBVS) was housed in the Pennsylvania Department of Public Welfare while the General Rehabilitation Program was housed in the Office of Vocational Rehabilitation (OVR), Department of Labor and Industry. Each program had a free-standing State Rehabilitation Council. At the beginning of the Commonwealth's fiscal year, July 1, 1999, the Bureau of Blindness and Visual Services became a Bureau within the Office of Vocational Rehabilitation. However, the two Councils were not officially consolidated until the beginning of Federal Fiscal Year 2000. This report presents the activities of the Councils as the separate entities that they were for FY 1999. |
