Highlights of Recommendations in State Plan Attachment 4.2(c)

  1. The Team Pennsylvania Workforce Investment Board, OVR and PaRC develop a common understanding of the phrase "The Council shall, after consulting with the State workforce board, [perform the following functions….]" as written in section 105 of the Rehabilitation Act.
  2. The Team Pennsylvania Workforce Investment Board, OVR and PaRC put the common understanding into practice.
  3. OVR shall begin to involve the PaRC in drafting the sections of Attachment 4.12 that address goals and priorities.
  4. OVR consult with the Consumer Advisory Committees and the PaRC to develop written plans at the district level to increase attendance and written comments at the public meetings.
  5. The Open Dialogue between the OVR Board and PaRC during the annual Retreat should include prioritizing upcoming goals and objectives with adequate time.
  6. OVR and BVS customer feedback processes regarding State Plan and service delivery be consistent, particularly at the annual public meetings.
  7. When advertising the State Plan meetings, the PaRC recommends that OVR/BBVS be explicit about the purpose of the meetings and offer a list of additional venues for customers and the public-at-large to comment on OVR services (e.g., PaRC, OVR Board, CAP, district administrators). No one who attends the State Plan meetings should be prohibited from expressing his or her views of OVR/BBVS and or their respective services.
  8. OVR and the PaRC meet to jointly analyze their respective customer satisfaction survey results and make written recommendations to the OVR Board.
  9. OVR continue to send a quarterly reports to the PaRC regarding requests for Impartial Hearings and the status of each request.
  10. OVR and the PaRC jointly evaluate the effectiveness of the new due process materials.
  11. The MultiCultural Advisory Committee (MAC) and the Advisory Council for the Blind use recommendations from OVR and the PaRC to develop objectives for the year.
  12. OVR reconvene the Comprehensive System of Personnel Development (CSPD) Advisory Committee, or some other appropriate committee, to guide implementation of its plan to meet Federal CSPD requirements in terms of recruitment and retention of qualified rehabilitation professionals.
  13. OVR, PaRC, and appropriate stakeholders review the CSPD attachment and find ways to implement the recommendations within the timelines given.
  14. OVR, the OVR Board, and the PaRC jointly develop a plan to compile needs assessment statistics for people with disabilities in Pennsylvania, including time frames to implement the plan.
  15. Complete installation of all necessary equipment.
  16. Complete training staff in the use of the equipment and software.
  17. That OVR continue to use the PaRC as a resource, to address issues about physical and technological accessibility of government services.
  18. That OVR continue to maintain a website that is accessible to people with a variety of disabilities and that it remain a model of how other websites should be developed and maintained.
  19. PaRC and OVR should continue to oversee accessibility of all aspects of the Careerlink Centers.
