PaRC Standing Committees Overview
Consists of three Officers elected by membership plus chairs of all standing committees
Purpose
- Establish Full Council Meeting Agenda.
- Manage Council Activities between meetings per the Decision Matrix.
- Provide information for Support Project Administrator to use in supervising staff.
Principal Tasks
- Meet at least once every two months to set agenda for Full Council Meeting.
- Assign tasks to committees, as needed,
- Complete staff performance review forms annually.
- Oversee production and distribution of PA-RC Annual Report.
- Oversee planning of Annual Retreat
- Oversee Council efforts to identify potential nominees to fill vacancies as they occur.
- Monitor the Council's resource plan.
Consists of six to ten members of the Full Council who elect a Chairperson annually.
Purpose
To assure that OVR and the Rehabilitation Council meet or exceed assessment requirements under the Rehab Act.
Principal Tasks
- Conduct independent assessments of OVR customer satisfaction.
- Conduct follow-up activities to the survey.
- Participate on OVR workgroups related to satisfaction assessment.
- Monitor OVR's customer satisfaction survey and results.
- Monitor the Independent Hearing process and decisions.
- Participate on any OVR work teams created to address or assess customer satisfaction
- Participate in development, implementation and analysis of any Comprehensive Needs Assessment undertaken by OVR.
Consists of six to ten members from the Full Council who elect a Chairperson annually.
Purpose
Increase collaboration with other groups to influence policy development and funding.
Principal Tasks
- Maintain and expand database of organizations and advocates.
- Review Transition Guidelines
- Review Status/progress/content of Governor's Exec. Order 8/98 regarding coordination of OVR/Education, etc. in planning for special needs students.
- Special attention to relationship with SILC, per Rehab Act specifications
- Develop/implement formal communications plans with entities described in Section 105, c,6 of Rehab Act
Consists of six to ten Full Council members who elect a Chairperson annually. The Committee also maintains a network of resources with which it exchanges information.
Purpose
To identify proposed legislation and/or public policy that will affect persons with disabilities, particularly those items that will impact employment.
Principal Tasks
- Identify Federal and State legislation and/or policies that affect the VR system and/or employment of persons with disabilities.
- Educate legislators and other public officials about the impact of said legislation or policy.
- Develop and disseminate approved position papers concerning emerging legislation, policy and issues.
- Maintain a network of federal, state, and local level contacts to assure exchange of relevant, current, information.
Consists of six to ten Full Council members who elect a Chairperson annually.
Purpose
To assure that the Rehabilitation Council meets its shared State Plan development and implementation responsibilities as defined in the Rehabilitation Act.
Principal Tasks
- Develop the Rehabilitation Council's Attachment to the OVR State Plan.
- Monitor OVR's response to recommendations in the Attachment.
- Actively participate in development of the Draft Plan that is distributed for public comment.
- Actively participate in leadership of public meetings and stakeholders meetings.
- Participate on any OVR work teams created to address implementation of the State Plan and/or Unified Plan.
- With OVR, develop policy(ies) to clarify roles and responsibilities as described in the Rehab Act and WIA - particular attention to joint development of Plan, Goals and Activities as well as consultative relationship between the PA-RC and HRIC.
- Review OVR's revisions of forms and practices to meet 1998 Rehab Act Amendments.
- Review all OVR policies and practices related to Section 103 of the Rehab Act
Consists of six to ten Full Council members who elect a Chairperson annually.
Purpose
The purpose of the committee is to act as a partner with the Office of Vocational Rehabilitation (OVR) and the CareerLink system to ensure our mission is met.
Principal Tasks
- Confirm that CareerLink staff is receiving proper training to work with persons with disabilities. (Review training materials and make recommendations as needed).
- Obtain statistics about the number of individuals using the CareerLink and OVR systems and the number of individuals having positive and negative experience (percentages). (Written requests for information).
- Create a positive working relationship with OVR, the Department of Labor and Industry and the Equal Opportunity Commission to get information and improve communication. (Share information on calls and at meetings).
